Want, want more, and still want more, Noah plans to approach from multiple fronts simultaneously, to conquest the World Will. He refuses to believe he cannot conquer his Mother Realm.
Once his objectives were decided, Noah immediately gathered numerous Favored and summoned many Dragon Lords to an audience, announcing, without revealing the Dragon King Road, the conquest of at least twenty Material Planes within a century.
Simultaneously, strong military deterrent systems had to be established on various Material Planes to ensure stable transportation of resources and delivery of treasures to the homeland.
Such reckless, greedy colonial targets did not frighten the Dragon Lords, nor did it incite any dissenting voices.
Because those Dragon Lords who followed Noah back then are now gradually entering a mature stage, many have founded families with themselves at the head, influenced by Noah.
Of course, quite a few remain traditional Dragon Clan lifestyles, but those partners they've found and their offspring birthed them mostly entered Noah's built system.
In any case, all scenarios indicate that the number of pure-blood Dragon Clan under Noah's command increases yearly, and the number of powerful dragons rises continuously.
This also means the material needs of dragons under Noah grow at an alarming rate, a very realistic demand.
Dragons must eat as well. Although they can eat dirt, they cannot survive on dirt alone, that is an extremely helpless choice. With considerable power, no dragon would disparage themselves this way.

Before such a massive force willing to engage in war, opposing voices are negligible, any grand reasoning pales in the face of basic survival needs.
However, the initial targets of this century-spanning colonial war are home territory, more accurately Noah's other three continents separated by ocean.

As the war with the goal of unification began, most beings were bewildered by the situation, feeling helpless.

The primary consideration is that compared to the vast world and the enormous number of conquest targets, Noah and his forces of Dragon Clan and Dragon-man Battle Group are still too sparse; indeed, fighting and conquering a nation inevitably requires dispatching equivalent forces to military deterrence, and his forces lack distribution capacity.
So initially, only nominal submission and securing ample resources suffice, once the effects of the Dragon Transformation Tower project become evident, and the second and third Floating City construction is complete, genuine rule over these countries can be executed, interference in their inner political structures, no matter if by fostering proxies or puppets, choices remain flexible.
However, if the rulers within are savvy enough to embrace the Holy Dragon Order, choose full Dragonification, naturally their original statuses can be preserved, even allowing them to advance further.
Thus, the era once ruled by the Dragon Clan returns, the glory of the Dragon Clan shines again, the world seems to revert to a distant ancient era, the Dragon Clan dominates the skies and earth.
"And the Ocean!"
With the body of an Ancestral Golden Dragon, personally leading the dragon hordes, traveling the world, over five years, having obtained the allegiance and submission of all political entities from the home Five Directions Continent, Noah's sights turn towards the Ocean.
Although those outside the Xilantia Continent who are willing to submit to the Golden Order's national entities do so mostly in name rather than genuine intent, especially several kingdom-level forces harboring considerable calculations, Noah is not worried, his main need now is nominal submission, settling accounts can wait for the future.
Despite the Golden Dragons being fire-related, they have a strong affinity for water, adept at aquatic warfare, once defeating a larger Red Dragon by utilizing water currents, hence, Noah naturally won't pass up the intelligent species in the Ocean either.
