However, players are not exclusive to the Eastern District; there are people in the Western District who become players too. This involves a set of advancement mechanisms set up by the Eastern District specifically for the Western District people.
Firstly, entry into the Eastern District is not entirely prohibited for Western District people, but it is conditional. For example, making significant contributions to the Eastern District or possessing strong skills to work there – becoming a player is one option. Meeting any of these requirements, and after passing a review, Western District people can change their household registration status and become residents of the Eastern District.
This is targeted at special talents. There is also a provision for ordinary people, which is the contribution rate. An ordinary person without any talents can be selected as an Eastern District resident if they live in the Western District for ten years without a criminal record and have a clean family background. The longer the time, the higher the chances of being selected.
So whether player or ordinary person, aspiring for better living standards inevitably leads to a flow towards the Eastern District. Even if someone doesn’t care about living conditions, most people have family members. The more capable individuals want to create better conditions for their families, not to mention the specific benefits the Eastern District has for cultivating players. Most people in the Western District are absorbed from surrounding cities and have no sense of belonging to the Western District or Yuquan City, so it’s easy to leave without nostalgia when there’s a better place.
If what’s ahead is endless despair, then going all out once isn’t impossible. But if there’s a path leading up, no matter how narrow, people will rush forward instead of choosing a more desperate gamble.
Therefore, the environment in the Western District has hardly ever changed.
As for the Resistance Army, information from internal channels of the Supervision Department indicates that its members are very mixed. Some are former Yuquan City residents, some are people with high crime rates not accepted by the Eastern District, and others specifically target Agor Corporation, or simply can’t stand Eastern District people living so well... These groups gathered for different reasons, forming the Resistance Army. They do whatever might annoy the Eastern District.
Of course, because of the mixed nature, sometimes ordinary people get involved unintentionally, resulting in a poor reputation for the Resistance Army externally.
However, no matter how bad, it’s not worse than the Divine Fire Oversight Department.
The Eastern District government gave Western District people a path, but the Divine Fire Oversight Department is purely a violent organization. Though its primary mission is to serve as eyes and ears to monitor and control the Resistance Army, in reality, it affects ordinary people even more. Since the Western District has no government, the Supervision Department holds significant power, and for most Western District people, they are outright exploiters.
Using Western District people to manage Western District people, those who become Inspectors are seen as traitors by Western District people; the Western District people who become Inspectors want to use the Supervision Department’s channels to live in the Eastern District, naturally leading to opposing positions.
It’s worth mentioning that the Eastern District will not assign former Western District players to manage the Supervision Department. All high-level players in the Supervision Department must be Eastern District people or individuals completely unrelated to the Western District. They only enter the Western District at specific times, seldom interfering in internal Supervision Department affairs, and sub-department members are all trained ordinary people.
Such management methods are also a form of information blackout. Without Western District players, information leaks are minimized.
From any perspective, the Western District more resembles a hopeless crime city, naturally prompting thoughts of migrating to other cities. But according to terminal messages, cities near Hornless Lamb Station are almost similar to Yuquan City, with very short poverty and wealth opposition in some tech-developed cities. In those cities abandoned by the government and wealthy, people might hardly have enough food, a stark contrast to the sub-zone where Green Sunshine Station is located.
Zone 019 has rich gemstone resources, so everyone can live well. Zone 035 was never a resource-abundant area, and excessive exploitation and environmental changes have led to a sharp decline in limited resources, mostly held by the wealthy, leaving the lower class people almost no means for self-rescue.
Aside from death, perhaps the best option is to become part of the Resistance Army.
The three identities given by the instance don’t openly conflict, but the tasks associated with each show clear bias, meaning that players in this instance are bound to face opposition. However, because the game disguises players, if identity differences among players are large, they likely won’t be recognized in the short term. If one must complete tasks in the Western District, players in the same instance might actually obstruct each other.
Among the three tasks offered by the instance, "solve a murder case in the Western District" seems the simplest, as the Resistance Army leader requires tracing identity and the counterpart is highly likely to be a player. The third task’s "White Blood" is entirely a clueless piece of information one cannot even search on the terminal.
The murder cases are readily available. Xu Huo accessed the internal system to review inspection officer murder cases from the past three days. The first ed records were mostly captured by flying devices, as murdered Inspectors often happened in secluded areas, and after life signs vanish from watch terminals, flying devices promptly go for investigation, usually capturing the death scenes of Inspectors.
Xu Huo watched several videos. The methods of murder were extremely simplistic, typically involving slitting throats or stabbing vital points, seemingly not by players, with traces of struggle at some scenes.
It’s certain that finding the real killer when a player does it is difficult. But if it’s an ordinary person considering the Western District’s environment, possibilities include vendetta, robbery, hostility towards Inspectors, or involvement of the Resistance Army. Without footage of the perpetrator, the suspect range can almost extend to everyone.
Screening one by one is difficult but not impossible. However, the difficulty lies in the case investigation rules of the Divine Fire Oversight Department. Minor thefts and robberies are essentially ignored, and for murders, the investigation deadline begins at the time of occurrence and lasts thirty hours.
Thirty hours, equivalent to one day in Yuquan City. Within this day, if the perpetrator cannot be apprehended, the file will be directly archived and listed among unsolved cases, and all flying devices and Inspectors will no longer cooperate.
