Louis nodded, his eyes calm yet with a hint of satisfaction.
During the three months he was away, the changes in Red Tide Territory were indeed significant. For instance, his daily administrative duties were no longer in Earth Tower City.
The new administration center was officially in use, with all departments of Red Tide centralized for office work, greatly enhancing the efficiency of administrative dispatch. The entire city-state now operated more smoothly.
"Well done, Bradley. As expected from the Calvin Clan’s elder steward, the administrative efficiency has never disappointed me," Louis praised.
Bradley smiled slightly, clearly pleased with the compliment.

A three-segment main road system was laid out: central avenue, branch streets, and residential alleys, each with clear functions.
The main roads were paved with heavy stone bricks, with some sections having embedded heat ducts that had warm water pumped through in winter to melt snow and prevent slipping.
Snow and drainage ditches were set up along the streets, leading into specially designed snow melting pools to prevent chaotic overflow.
The small alleys were converted to cobblestone paths, complemented by trough-guided structures that are both aesthetic and practical.
The entire city had uniform road widths and distances, flanked by rows of cold-climate pines and cypresses that sheltered from the wind and snow and added significant greenery and a sense of order.
Bradley, ing in a low voice with a hint of uncontainable pride, said, "A third of the main streets have been completed, and per your blueprints, the heat conduits have already been connected to the government hall and some residences."
He paused, glancing at the road section still under construction ahead, "It’s estimated that in two more months, the intersection of the main roads and auxiliary roads will also be complete."
Louis nodded, his gaze sweeping over the neatly paved new bricks and cleared water ditches.
"Next," he said steadily, "priority should be given to expanding to the schools and medical clinics."
Bradley, nodding while taking notes, said, "Understood, my lord. I will have the planning division prepare the budget and manpower in advance."
As they walked along, the mud of the past was no longer present, and the city’s framework was becoming increasingly clear.
After a while, Bradley suddenly glanced sideways at a familiar building in the distance, his tone hinted at a suggestion, "Actually, my lord...regarding your Earth Tower Castle, I think—it might be time to consider reconstruction."
Louis paused, turning his head towards him, "Reason?"
Bradley coughed and said very delicately, "It appears somewhat out of place with the overall style of Red Tide Main City as it is now."
"..." Louis was silent for a moment, looking up at that old castle.
It was functional and structurally solid, the first base he had personally planned.
"I think it’s actually quite good."
"Of course, its practicality is undeniable," Bradley respectfully added, "but in terms of appearance...it indeed seems somewhat, um, plain. To be honest, some people think it doesn’t quite resemble the abode of a lord, but rather looks like a granary tower."
"A granary tower?" Louis twitched slightly at the corner of his mouth.
