A. It's considered clear when the Control AI's contextual computation determines that the extinction probability of humanity in-universe approaches 0%. / As for now, there are many cities of survivors. There are also quite a few countries where the government still stands. In the Philippines, there are plenty of safe zones remaining even with the government in hiding, because of how many islands there are. They're out of the government's reach, and the authorities haven't fully grasped the situation.
