Chapter 698: Liuqian’s and Muxie’s Intention
"Fine. I’ll implement Liuqian’s plan first... I’ll have the tax study finished on your desk by next month."
Yuqi backed down in the end as her face suddenly looked a little embrassed, almost as if she realized she had become too stubborn earlier.
"Thank you, Governor."
Liuqian and Muxie both bowed down in gratitude as they looked happy with the compromise that Xiaoyun had created.
"No problem. You two should probably submit a full plan that Yuqi can actually carry out, though, not just a research paper."
"Of course, of course. I’ll have it by her desk by next week."
As the two of them exited the office, Xiaoyun finally let out a small sigh of relief as he leaned back down onto his seat.
"Why are you sighing for?" Yuqi asked in confusion.
"Because I just averted one of the biggest possible PR disasters. We were an inch away from just blowing the whole government up."
"What?"
Yuqi looked back at him, all confused, unable to understand him once again as she leaned her elbow onto his chair.
"You’d better explain why or else I’m going to hit you in the stomach."
"Don’t you think it’s weird that both Liuqian and Muxie showed up at your office? Not just Liuqian by himself?"
Yuqi stared back at Xiaoyun in silence, waiting for him to elaborate further as if she couldn’t understand what he was trying to imply.
"Think for a second with your head."
"Stop beating around the bush and just tell me the answer. I don’t have time playing your guessing game."
"Okay, fine. Do you remember what Muxie’s job was?"
Xiaoyun asked, his face smirking a little, feeling a little happy seeing her looking so curious.
"Head of security exchange?"
"And what kind of info does the head of security exchange have? Or more specifically, what kind of people would he get invited to talk to every day?"
"Um... people trying to bring their business to the public?"
Yuqi answered, playing along with his guessing game despite just saying no to it a few seconds ago.
"That might be the case. But the people he talks to the most are probably his own workers, who are constantly ing everything in the market."
"What does that have to do with him coming over here?" Yuqi asked, her voice starting to get a little impatient once again.
"He’s trying to test the water... The press release you made this morning probably made half of the market flop for the day."
"And?"
"Tell me, Yuqi, what’s the head of security’s job? Is it just regulating the stock market? Or is there something else he needs to do?"
This time, Yuqi didn’t answer right away. She sat there in silence for almost a whole minute before giving him an answer.
"He’s growing the stock market? But that’s not his job. The size of the stock market doesn’t affect him at all."
"You say it doesn’t affect him. That might be true if he’s purely a regulation role. But everyone views him as a critical part of the economy.
If the stock market goes down, what would the press and the general public think of him? What would his reputation be?"
"You’re telling me he’s coming over here to dissuade me from tax reform, so the market can keep growing and avoid ruining his reputation?"
"That’s what I think he’s coming over here for. But more concerningly, Liuqian’s is the biggest worry."
"Biggest worry?"
As Xiaoyun switched the topic away from Muxie to Liuqian, Yuqi’s mind was starting to get a little lost.
"Remember, Liuqian handles all of the ’subsidy’ that we give away in the form of loans. He knows those business owners on a personal basis."
"He came over here as a representative of those business owners. Is that what you’re trying to suggest?"
Seeing Yuqi proposing her own theory before he could continue, Xiaoyun nodded with a smile as he felt a little happy.
"Now you’re getting it. Incoherent finance laws are one of the scarier things that make investors and entrepreneurs flee.
The two of them are just a little concerned about your sudden reform. They want to make sure you have a coherent plan."
"I only said planning to make a plan. I just wanted to make sure the market is ready for it rather than having it be abruptly rolled out."
"Maybe you should try to alleviate their concerns. Have a few representatives and let them have a say in it."
"They would just always ask for the lowest taxes possible. Why would we need to include their voices?"
"Letting them have a say doesn’t mean they get to set their own tax rate...Do I really need to explain——"
"Oh! Oh my god. Why didn’t I realize this? I get what you mean now."
"Great. Then looks like I don’t need to do anything. Yuqi, you got this, okay? I’m going to put full trust in you to implement this tax code."
"Hell no. You evil capitalist. Trying to push all the dirty work onto me while you get away scot free and be a good guy in public?"
"What? That’s what you seriously think? Your words hurt my feelings, you know that?"
As Xiaoyun crossed his arm seemingly to have suffered the worst accusation of all time, Yuqi sees right through it.
"You’re the governor. You shouldn’t push this crap onto me. You should be the one doing this in the first place."
"Okay, fine... I guess I’ll do the work."
Just as he was about to reach over to take Liuqian’s research paper away, Yuqi immediately stuffed it into her drawer.
"I’m just joking. You can go do whatever you want. I’ll do this myself."
"You sure?" Xiaoyun asked, his face looking a little surprised by her sudden change of behavior.
"I’m sure... I was the one who proposed it in the first place. I’ll do the dirty work and get it passed."
"Thank you, darling."
"Go away. Don’t bother me from doing work."
Despite her pushing his arms away, Xiaoyun didn’t get mad at all. He only scratched his head as he got up from his chair.
"Make sure you rely more on people below you! Don’t try to do this all by yourself. There are experts out there for a reason——"
"I know. Go away already."
Xiaoyun quickly closed the office door, leaving the room before she could call him back any further.

As he got back into his car, Xiaoyun drove straight towards Anna’s and Kate’s factory, as he still had one last thing to do for the day.
He still needed to drive the two of them to their doctor’s appointment, even though the two of them had already told him last night that they could drive themsleve.
Parking his car in front of the factory, he quickly exited before walking past the guards who didn’t dare to stop him.
"Good afternoon!"
"Good afternoon to you too... Maybe being reconganizable isn’t all that bad."
Once inside, he walked towards Anna’s main office. But finding her not there, he went back to the front desk.
"Hello, do you know where your boss went today?"
"You mean Miss Anna? She went to Qingyuan to sign a contract with a steel factory right around... eleven o’clock."
Xiaoyun quickly thanks the front desk lady before leaving the factory, going back into his car as he dials Kate’s number first.
"Hello?"
"Kate, where are you and Anna at currently?"
"We are at Qingyuan right now. I’m just about to drive back with Kate... Is there something wrong or something?"
"Did you forget about the appointment Leyan had for you two? You guys have forty minutes before the appointment starts——"
"That’s enough time. See you there!"
As Kate hangs up the phone, Xiaoyun lets out a sigh before looking over to the text messages that Leyan had sent just a few minutes ago.
"There’s no way she turns an hour drive into forty minutes... I might as well just reschedule it now."
Dialing the hospital, the person on the other side soon picked up.
"Hello, this is Luoping Hospital. How may I help you?"
"Can you reschedule my wife’s appointment? My wife’s name is Kate..."
Xiaoyun froze, unable to give Kate’s full name. He never even knew her full name, despite knowing her for years.
"Kate, what? Hello? Are you there, sir?"
"Yeah, I’m here. Ahem, can you guys just find the appointment at 5:30 PM? It’s for a Prenatal Appointment for two women?"
"Sir. I can’t change someone’s appointment unless you give me their name and their birthdate for privacy reasons."
"Can I just give my name and date of birth instead? You guys have a marriage record, right?"
"I’m afraid that’s against our policy. We cannot change someone’s appointment unless you provide their full name and date of birth."
With the nurse unwilling to compromise, Xiaoyun had no other choice but to give in to her demands.
"Fine. I’ll call later again."
After hanging up the phone, he quickly started up the engine and began driving straight towards the hospital.
