The grand inspection by the Supervision Department was still ongoing when the Black Forces Organization mixed within the Western District quickly called in Players to oversee matters—they were more concerned that the Supervision Department would exploit this opportunity to frame them, and it seemed like the captain’s death was just a beginning.
The Supervision Department obviously felt the pressure too, especially the inspectors at the lower level, who had already begun to question the purpose of the inspection.
Without the directive from the Eastern District Headquarters, the Western District Supervisory Branch should not have instigated such a massive dispute, and some worried that the Outer Zone Players were instigating conflict.
As these doubts deepened, the captains of the Supervision Department had no choice but to take heed. The intensity of the inspection targeting the streets did not decrease; however, efforts were made to assign the primary checking duties to armed robots and aircraft while ordinary inspectors were tasked with logistics and support. This approach considered the inspectors’ morale and also mitigated the risk of them being secretly targeted by Outer Zone Players.
As for self-investigating the Outer Zone Players, it was practically impossible; firstly, even if they were discovered, they were likely not catchable, and potentially a greater price might be paid. Secondly, the presence of Outer Zone Players was constant, and perpetual inspections were not feasible.
Nonetheless, not investigating didn’t stop them from suspecting others, especially Wang Kai, who shot the Black Forces leaders, suddenly became a suspect subjected to mutual distrust and exclusion. Xu Huo and Han Cong, recently joined members, were implicated as well—after all, these events happened after their arrival.
“Isn’t this nonsense?” Han Cong felt the overt and covert vigilance from other inspectors and couldn’t help but retort, “It’s not like inspectors being attacked is something new.”
“We also can’t rule out that Outer Zone Players were involved, right?” Xu Huo reasonably speculated, “What if the Outer Zone Players intentionally attacked inspectors to infiltrate the Supervision Department? Otherwise, why hasn’t anyone been caught so far?”
Han Cong had no reply, grumbling under his breath, “Could it really be a Player?”
Who can say for sure? The knife that killed Captain Jiang appeared out of nowhere. At that time, there were quite a few Players around, both locals from the Western District and those from the Outer Zone. The objective of the attack was unlikely to be merely killing a Black Forces leader; it was more probable that it was intended to provoke a fray between the Supervision Department and the Black Forces. This would lead to chaos in the Western District.
Regarding motives, any party could be responsible—Eastern District, Resistance Army, or Outer Zone Players all had ample reasons.
“Let’s not rest tonight.” When the inspection was nearing its end, Li Song announced to everyone, “Overtime.”
Most had no objection to the overtime; gathering them at the Supervision Department Building at this moment was actually for their protection.
Despite everything, the inspection was not entirely fruitless. The Supervision Department captured two Resistance Army members—ordinary people who were apprehended immediately upon detection, unable to resist or commit suicide.
The interrogation of Resistance wasn’t up to them, but from the few words of the veteran inspectors, it seemed the Resistance Army had become more active recently, potentially planning something significant.
“Let’s go.” Han Cong called on Xu Huo; their task was to process those captured from the chaos among the Black Forces members and the resisting ordinary people.
The usual procedure starts with forcing them to confess their involvement in the inspector attack. If no result is found, they are beaten before being asked again about any knowledge of the perpetrator or hearsay. Still no results? Well, another beating follows, then a further probe on why they caused trouble during today’s inspection—it’s a non-answerable question because offending the Supervision Department’s authority just means they had to be punished one way or another.
The interrogation took less than half an hour, and two individuals had already been beaten to death.
The trained inspectors are different from ordinary people; their agility may not be top-notch, but they are much stronger compared to others in the Western District, as the Eastern District regularly supplies inspectors with the Evolution Potion.
While in other districts the Evolution Potion might already be available to every common person, in the Western District, it remains a rare commodity. It is also a means for the Eastern District to control the Western District. If any Black Forces Organization managed to obtain enough Evolution Potion, everyone from the elderly to the young might serve their needs.
Unfortunately, even though some Black Forces Organizations have Players, they still tightly control the gate, ensuring not too many people partake in the spoils.
During the initial evolution phase of a district, a large number of Evolvers emerge. These passive Evolvers are the main force of the first wave of Players.
Then, government or individuals extract the blood of Evolvers who’ve not consumed the Player Evolution Potion and inject it into ordinary humans to force their evolution; this forms the second wave of Players.
Compared to the first wave of Evolvers, those who fail to adapt to evolution in the second wave face a certain probability of death or regression, akin to opening a Blind Box—open a good one, and you make it onto the initial review train; open a bad one, and you meet a dead end.
After the emergence of the first wave of Players, within the evolving districts, people still gradually became Evolvers over time, albeit not as explosively as at the start. From a relatively stable societal standpoint, these individuals, who slowly turn into Evolvers over time, are inherently less stable.
Take the Western District as an example: with so many children, potential Players might arise among them in the future. Normal people consuming a milder, safer Evolution Potion can merely strengthen their bodies and prolong life, yet if someone among them becomes a Player, their starting point could be higher than those who’ve never consumed the Potion. This is why even the Black Forces restrict the outflow of Evolution Potion; as its quantity increases, maybe one day their enemies become Players.
Consequently, most people in the Western District remain extremely vulnerable ordinary folk, not having consumed the Evolution Potion. Environmental pollution consistently harms their health, and many are already ill.
“Truly weak—they can’t take a beating; I’m not even done venting my anger!” The old inspector, missing half an eyebrow, bitterly wiped the blood off his hands and ordered Xu Huo and Han Cong to drag away the corpse.
Lin Guang, who had just led the newcomers in, witnessed this and chipped in to help.
It wasn’t just them; bodies were dragged out from other interrogation rooms too.
Han Cong found it hard to watch.
Thinking over the situation, Lin Guang remarked, “Actually, you shouldn’t blame Brother Tong. There’s a reason he hates the Western District people so much.”

After a busy night, Xu Huo’s main task was to lead people, drag bodies away; about a third of the captured men were dead, while the women remained alive but detained—probably for future handling.
As the tense night passed, at the break of dawn, Li Song instructed everyone to return home, with newcomers granted a day of rest.
